A New Chapter for PLUM Catalyst: Igniting Innovation and Empowering Communities

As we step firmly into 2026, I’ve found myself reflecting on the incredible pace of change we’ve witnessed in just a few short years. It feels like only yesterday that we were discussing the potential of connected, automated, and shared mobility and integrating those technologies into community design as distant goals. Today, those goals are a part of our daily roadmap.

For those of whom I haven’t had the pleasure of connecting with recently—or if you are new to the PLUM Catalyst community—I wanted to take a moment to re-introduce myself. My journey with PLUM has always been fueled by a single, core belief: that infrastructure and technology are only as valuable as the lives they improve. My passion lies at the intersection of innovation and human connection, ensuring that as our world becomes “smarter,” it also becomes kinder and more accessible.

At The PLUM Catalyst, our mission has never been more vital. We exist to bridge the gap between complex industry shifts and the real-world needs of the communities they impact. Whether we are advising on policy or designing practical toolkits, our “North Star” remains the same: empowering local leaders and industry pioneers to build a future where no one is left behind.

The energy within our team right now is electric. We aren’t just reacting to the trends of 2026; we are helping to shape them. Over the coming months, we will be rolling out a suite of resources that represent years of research, collaboration, and community engagement. These aren’t just documents—they are catalysts for change. From the rolling hills and sparkling lakes of our rural landscapes to the digital corridors of our workforce institutions, we are preparing to launch our most ambitious set of toolkits yet.

I am beyond excited to share a first look at what’s coming this year: the highly anticipated Smart Rural Toolkit, our flagship Plum Perspectives Industry Insights Report, a groundbreaking Engagement and Accessibility (The Pulse) Framework and our forward-thinking Plum Pathways, our Career Pathways and Workforce Development Toolkit.

These resources are designed to be the “boots on the ground” for the next era of community development. While I’ve got you here, let’s get comfortable and take a look at why these specific areas are so critical right now.

Bridging the Great Divide: The Smart Rural Toolkit

For too long, the conversation around “Smart Cities” has focused almost exclusively on metropolises, and for technologies like autonomous vehicles, the conversation often stops at the sunbelt. But at PLUM Catalyst, we believe that innovation shouldn’t stop where the pavement ends (or where the snow piles). Rural and tribal communities face a distinct set of hurdles—geographic isolation, aging populations, and “transit deserts” that can’t be solved by simply dropping a city-style bus route into a county of 25,000 people.

That’s why I am particularly thrilled to introduce our Smart Rural Toolkit. This is the definitive “blueprint” for rural, small urban, and tribal planners to launch their own version of goMARTI—the nation’s first rural, on-demand, wheelchair-accessible autonomous and advanced technology vehicle service focused on winter weather.

Building on a Proven Foundation

This toolkit represents the next evolution of our commitment to rural America. It is a direct continuation of the vital conversations we started during our Smart Rural Seminars and the real-world success we’ve achieved with goMARTI.

We’ve seen firsthand that rural and tribal leaders are some of the most innovative problem-solvers in the country; they just need the right tools to scale their vision. By synthesizing the lessons  learned from our seminars and pilot programs, we are providing an obvious next step for community members and leaders who are ready to move from “discussion” to “deployment.”

The 7-Step Roadmap: From Idea to Implementation

We’ve distilled years of “boots-on-the-ground” experience into a clear, 7-step process that demystifies high-tech rural transit. This isn’t just about the vehicles; it’s about the community infrastructure and human capital required to support them.

  1. Get Thinking: Assessing your community’s unique “Mobility DNA” and defining your core goals.
  2. Get Listening: Moving from “Informing” to “Empowering” your residents through community-derived workshops and use cases.
  3. Get Out: This is where the magic happens—working side-by-side with your community and tech partners on the Initial Design to ensure the service works in the real world, not just on a map.
  4. Get Funding: Navigating the complex grant landscape with our Funding Navigator to identify the federal, state, and private “sparks” needed to ignite your project.
  5. Get the Workforce: Developing a comprehensive Workforce Development Plan to ensure your local community has the skills to maintain and operate the mobility systems of tomorrow.
  6. Get Talking: Deploying a robust Communications Package and an Accessibility Strategy to ensure every resident and visitor  knows how to use the service and feels invited to the table.
  7. Get Growing: Moving beyond launch to scale and sustain your service by embedding it into the fabric of your community through strong partnerships and continuous learning that allows the system to evolve over time.

A Blueprint for Empowerment

We designed this toolkit specifically for those who wear many hats. If you are a city planner in a rural or small urban community or a tribal leader looking to connect elders to healthcare, you don’t need a 500-page academic study. You need a tactical guide.

The Smart Rural Toolkit provides the same workflows and engagement strategies we use to move over 50,000 riders (so far!) in the challenging terrain of northern Minnesota. It’s about proving that “Smart” isn’t a zip code—it’s a mindset of empowerment.

The Annual Plum Perspectives Industry Insights Report

While our toolkits provide the tactical “how-to,” our annual Plum Perspectives Industry Insights Report provides the strategic “why” and the financial “what’s next.”

In the current 2026 investment climate, the “hype cycle” has been replaced by a “results cycle.” Investors are no longer just looking for the next shiny autonomous platform; they are looking for scalable unit economics and regulatory resilience. This report is designed to be the definitive “State of the Industry” for those who are deploying capital into the future of mobility.

For this edition, we’ve brought together two of our lead visionaries to bridge the gap between technical potential and investment-grade reality:

1. De-Risking the Tech Stack

Justin Johnson, Senior Director of Technology Justin tackles the question every investor asks: How do we scale without breaking the bank? * Focus: Justin provides a deep dive into Software-Defined Infrastructure. He explores how V2X (Vehicle-to-Everything) and unified telemetry are moving from “cool features” to “mandatory operational layers.”

  • Investor Takeaway: By standardizing these tech layers, Justin demonstrates how PLUM reduces the long-term CAPEX for rural and small-urban deployments, creating a more predictable path to EBIT positivity.

2. The ROI of Social Impact

Allanté Whitmore, PhD, Director of Research & Social Impact Dr. Whitmore addresses the shift toward an Impact Audit as a Core Metric. In 2026, a project’s ability to secure public-private partnerships (PPPs) depends on its social footprint.

  • Focus: Allanté introduces the Impact Audit—a proprietary tool that quantifies the social ROI of a mobility project.
  • Investor Takeaway: Dr. Whitmore shows how “accessibility” is actually a market expansion strategy. By designing for underserved populations, we aren’t just doing good—we are capturing “Blue Ocean” markets that traditional transit has ignored, thereby increasing asset utilization rates and long-term project viability.

What’s Inside for the 2026 Investor?

  • The 2026 Mobility Trend Map: A visual breakdown of which technologies are ready for mass-market commercialization vs. which are still in the “R&D burn” phase.
  • Funding Navigator 2.0: A guide to the IIJA-successor grants and how private capital can best “stack” with government incentives.
  • Regulatory Foresight: A briefing on the latest AV and data-privacy legislation to ensure your portfolio stays ahead of the compliance curve.

The Plum Perspectives Report is more than a summary; it’s a high-level briefing for those who want to ensure their investments are not just innovative, but indispensable.

Beyond the Tech: Introducing The Pulse Communications Framework (Engagement & Accessibility)

If the Smart Rural Toolkit is the “skeleton” of a project and the Industry Report is the “brain,” then our Engagement & Accessibility Toolkit—which we affectionately call “The Pulse Framework”—is the heart.

At The PLUM Catalyst, we’ve always maintained that the most sophisticated technology in the world is a failure if the community doesn’t trust it, can’t find it, or can’t use it. We call this Social Innovation. It is the “magic” that happens when human-centered design meets high-tech deployment.

Credentialed, Not Just Conceptual

We didn’t build this toolkit based on “gut feelings.” We built it using the same rigorous, gold-standard methodologies that our team uses every day. The Pulse Framework brings the heavy hitters of public participation and accessibility directly to your desk:

  • The IAP2 Standard: We integrate the International Association for Public Participation spectrum to move your community engagement from simple “informing” to true “empowerment.”
  • Certified Accessibility (IAAP CPACC): With our Certified Professional in Accessibility Core Competencies credentials, we provide the technical blueprints for Universal Design. This ensures that your program is accessible to everyone—from a tech-savvy teen to a senior with a visual impairment or a rider using a specialized wheelchair.
  • Easter Seals Certified Travel Trainers and Training Modules: We provide the curriculum to teach riders how to interact with new technologies (like AVs) comfortably, reducing the “barrier to entry” for first-time users.
  • Human-Centered Design Assets: From Graphic Design templates that communicate complex ideas simply, to Digital Accessibility checklists for your apps and websites, we’ve handled the “visual translation” for you.

Turning Friction into Flow

Introducing an autonomous shuttle or a new mobility app often meets with skepticism. The Pulse Framework is designed to turn that friction into flow. By using our Travel Training and Public Participation tools, you aren’t just launching a vehicle; you are launching a community asset.

Whether you are a tech company looking to de-risk your deployment or a city planner needing to win the hearts and minds of your residents, this toolkit ensures that your “innovation” feels like an “invitation.”

The Plum Pathway (Career Pathways & Workforce Development)

One of the questions I am asked most frequently—whether by tribal elders, city council members, or tech CEOs—is: “What happens to the people?” As we introduce autonomous systems, electric fleets, and AI-driven logistics, there is a very real concern about the future of work. At The PLUM Catalyst, we don’t see technology as a replacement for human labor; we see it as a tool to transform the work humans do.

That is why our Plum Pathway toolkit is so vital. It’s designed to ensure that the “mobility revolution” doesn’t just pass through a town—it creates a lasting economic legacy for the people who live there.

Cultivating Local Talent

The Plum Pathway is our blueprint for rural, small urban, and tribal communities to capture the high-tech jobs of 2026. We focus on three critical “Flow Zones”:

  1. The Great Upskill: We provide a transition roadmap for current transit workers—drivers, dispatchers, and mechanics—to evolve into roles as Autonomous Vehicle Operators (AVOs), remote assistance specialists, and fleet technicians.
  2. Youth & Next-Gen Outreach: We believe the next great mobility engineer is currently sitting in a classroom in a small town or on a reservation. The Plum Pathway includes our own Plum Mobility Labs curriculum and partner curriculum that represents immersive STEM modules and “experiential learning” templates to show young people that they don’t have to leave home to lead the world in innovation.
  3. Local Maintenance Hubs: One of the lessons from goMARTI was that local knowledge is irreplaceable. This toolkit helps cities build their own local maintenance ecosystems, ensuring that the jobs (and the tax revenue) generated by these systems stay within the community.

Economic Empowerment as a Strategy

Through partnerships with community colleges and vocational centers, the Plum Pipeline offers “competency maps” for the skills the 2026 market demands: from understanding the basics of Technology Competencies to LiDAR calibration and EV battery management. This isn’t just a workforce plan; it’s a strategy for long-term community resilience. We aren’t just training workers; we’re growing the future.

Conclusion: A Year of Action

As I look at these four pillars—the Smart Rural Toolkit, the Plum Perspectives Industry Report, The Pulse Communications Framework, and the Plum Pathways—I am struck by how they all rely on one another.

You cannot have a successful “Smart” deployment without an inclusive engagement strategy. You cannot have long-term sustainability without a trained local workforce. And you cannot lead the industry without the clear-eyed, data-driven insights to back your vision.

2026 is going to be a landmark year for PLUM Catalyst, but more importantly, I hope it is a landmark year for you. Whether you are a city or regional planner, a mobility tech investor, or a community advocate, these tools were built to turn your “what if” into a “what’s next.”

I am beyond excited to re-embark on this journey with all of you. Let’s stop talking about the future of mobility and start building it—one rural road, one tribal community, and one pulse at a time.

Stay tuned for our quarterly updates as we begin the official rollout!
